Well we can't exactly stop them from putting in a ticket but the only thing staff can really do is listen to both sides then if they deem it as the person mingeing just making false sits to waste time they can be told by staff to stop placing false tickets, if they continue they can be warned/kicked for NITRP and NCWS

As staff you have to agree to help people no matter who they are so doing this doesn't exactly work. Don't get me wrong, sometimes there are people who we think are a bit hypocritical in the sense of minging then reporting others for minging, but we still have to help them (even if we don't particularly want to).
